Dr. David Bray

Dr. David A. Bray is a Distinguished Fellow with the Stimson Center as well as a non-resident Distinguished Fellow with the Business Executives for National Security. He is Principal at LeadDoAdapt Ventures and has served in a variety of leadership roles in turbulent environments, including bioterrorism preparedness and response from 2000-2005, Executive Director for a bipartisan National Commission on R&D, providing non-partisan leadership as a federal agency Senior Executive, work with the U.S. Navy and Marines on improving organizational adaptability, and with U.S. Special Operation Command’s J5 Directorate on the challenges of countering disinformation online. He has received both the Joint Civilian Service Commendation Award and the National Intelligence Exceptional Achievement Medal. David accepted a leadership role in December 2019 to direct the successful bipartisan Commission on the Geopolitical Impacts of New Technologies and Data that included Senator Mark Warner, Senator Rob Portman, Rep. Suzan DelBene, and Rep. Michael McCaul. From 2017 to the start of 2020, David also served as Executive Director for the People-Centered Internet coalition Chaired by Internet co-originator Vint Cerf and was named a Senior Fellow with the Institute for Human-Machine Cognition starting in 2018. Business Insider named him one of the top “24 Americans Who Are Changing the World” under 40 and he was named a Young Global Leader by the World Economic Forum. For twelve different startups, he has served as President, Chief Strategy Officer, and Strategic Advisor roles.

In addition, USTM named a new Rhonda Vetere Biodiversity Park for her sustainability work around the globe, and she commissioned the ground breaking ceremony for the USTM I Can I Will Academy in Meghalaya, India.

Teresa Carlson has spent over 20 years helping governments around the world drive digital transformation, leading Amazon Web Services’ worldwide public sector business and Microsoft’s federal business prior.  Teresa founded AWS’ worldwide public sector business in 2010 and led its growth to include over 5,000 government agencies, 10,000 education institutions, and 28,000 nonprofit organizations as its clients.  In 2020, her role expanded to financial services, energy services, telecommunications, and aerospace and satellite industry business units.  Teresa is currently president and chief commercial officer of Flexport, a leader in supply chain management and logistics, and prior, president of Splunk.  She is also Non-Executive Chair of KnightSwan, an industry disruptor and catalyst for emerging tech in cyber, cloud and mission intelligence.  Teresa has been a strong advocate for empowering women in the technology field and has taken many leadership roles in support of the global community.

As a product leader overseeing engineering, product management, and design, he has consistently driven revenue growth and product innovation. He also held key leadership roles in product marketing, corporate strategy, ecosystem partnerships, and business development, leveraging his expertise to make a significant impact on various aspects of product success.

His holistic research approach on cybersecurity is grounded in reality that as sophisticated AI-led attacks become increasingly prevalent and as organizations aspire to empower their workforce—to work from anywhere with access to all their data and applications on their preferred devices—CISO and CIO are facing challenges to reimagine a cybersecurity landscape in the hybrid computing world.
