Chris Davidson is an entrepreneurial leader and public affairs strategist with more than two decades of experience at the intersection of business, government, and civic engagement.
Chris leads Orca Strategies, a strategic advisory firm that works with clients across the business, nonprofit, and public sectors. Orca specializes in economic development strategy, organizational growth, and public policy advocacy… helping mission-driven organizations scale sustainably and navigate change.
He is also co-founder and equity partner of LOGENTIQ Solutions, an AI orchestration and integration company developing tailored agentic AI solutions for use in government, healthcare, financial services, private equity, and other complex sectors.
A trusted advisor to chambers of commerce, elected officials, and business leaders, Chris heads up government relations for the Virginia Peninsula Chamber of Commerce, serving as the organization’s lead lobbyist in the Virginia General Assembly. He is deeply involved in regional efforts to strengthen Hampton Roads’ position as a top-tier destination for business, talent, and innovation, and is a vocal advocate for smart policy, infrastructure investment, and entrepreneurial opportunity.
As a member of the 2025 cohort of the Political Leaders Program at the University of Virginia’s Sorensen Institute for Political Leadership, Chris is committed to fostering ethical, effective governance and bridging divides through principled collaboration.
He also serves on the Board of the Gilliam Center for Entrepreneurship at James Madison University, where he supports student founders and mentors early-stage ventures. In addition to his work with JMU, Chris is actively engaged in the Hampton Roads startup ecosystem, where he advises founders, judges pitch competitions, contributes to regional strategy, and helps connect emerging ventures to capital, talent, and resources.
In 2025, Chris was appointed by Virginia Governor Glenn Youngkin to serve a term of fours years as a Trustee of the Fort Monroe Authority, with a charge to preserve and appropriately develop one of the nation’s most cherished and storied historical sites.
Chris brings cross-sector fluency to every initiative he touches. His ability to navigate boardrooms, legislative halls, and startup incubators alike makes him comfortable building coalitions, shaping policy, launching ventures, and mentoring the next generation of changemakers.
Chris lives in York County, VA with his beautiful wife Melissa and their three children.
