Michael Weissman is the Chief Data Officer (CDO) of the Department of Homeland Security Office of the Chief Information Officer (OCIO). Mr. Weissman is the principal advisor to the CIO and Department leadership for the DHS enterprise data management program. The CDO architects a data culture that makes all DHS data discoverable and accessible to facilitate data-driven decision-making and the enterprise use of data as a strategic asset in service to the DHS mission, including by fully and responsibly leveraging Artificial Intelligence (AI) and Machine Learning (ML).



Michael Weissman most recently served as the Human Resources Information Technology (HRIT) Technical Liaison for the Department of Homeland Security Office of the Chief Information Officer (OCIO) from 2020-2024. Mr. Weissman provided executive level guidance and recommendations to the DHS Chief Information Officer and DHS Chief Human Capital Officer for IT and HC solutions, developed, implemented, and operated as part of the HRIT Portfolio. Mr. Weissman is an expert at creating mutually beneficial relationships with various DHS Component groups and establishing new parameters for collaborative efforts, spearheading enterprise solutions and serving as a reliable contact point for stakeholders. Mr. Weissman utilizes his vast technical prowess to lead solutions for practices, policies, IT acquisitions, and system/network architecture challenges while exerting executive level discretion and judgment on critical matters.


Michael has more than 15 years of experience as a player and coach developing big data software solutions for employers and clients in the financial services, pharmaceuticals, publishing, video gaming, and fashion industries. Michael was selected as member of Navigant’s strategic Big Data Committee and developed Machine Learning Proof of Concept utilizing Decision Tree with over 100 features and SVM for error training for company’s financial compliance clients. Michael led the development and deployment of two critical systems in partnership with the Solutions Development Directorate (SDD) and Human Capital Business Systems (HCBS); and spearheaded initiatives that modernized financial compliance processes through the use of machine learning, Hadoop, and MSSQL Clusters, substantially improving data management practices.
