Bakari Dale is the Army’s Business Mission Area Data Officer (MADO) and serves as the Office of Enterprise Management’s Senior Advisor for Data Science and Artificial Intelligence (AI).
The primary job of the Army Business MADO is to oversee the management and analysis of data related to the Army’s business operations. This includes ensuring the accuracy, completeness, and timeliness of data, as well as developing and implementing strategies for data management and analysis to support decision-making and improve efficiency. The Business MADO also oversees the collection, processing, and analysis of data related to Army business operations, such as financial management, human resources, logistics, Installations, and acquisition.
Dale assumed his current role in 2023 after supporting Army data and analytics programs since 2012. Prior, he served in the Office of Business Transformation (OBT) for the Under Secretary of the Army. He was Director of Enterprise Data Analytics and previously was a Principal Data Scientist. He also previously was the Chief Data Scientist in the Office of the Assistant Secretary of the Army for Acquisition, Logistics, and Technology (AL&T), where he was responsible for the data system architecture and data analytics for Procurement, Category Management, and Talent Management. He also vetted various acquisition AI and robotic process automation systems. Earlier he worked for the Deputy Under Secretary of the Army for Test & Evaluation (DUSA-TE) as the Principal Technical Advisor and Portfolio Manager for all Major Automated Information Systems (MAIS), Defense Business Systems (DBS), and Command, Control, Communications, Computers, Intelligence, Surveillance, & Reconnaissance (C4ISR) Major Defense Acquisition Programs (MDAPs).
Dale had a 19-year career in the US Navy, including as an Officer-in-Charge of Mobile Security Detachment 31 in San Diego; Task Unity Commander and Military Analyst for Naval Coastal Warfare Forward (CENTCOM); and Executive & Operations Officer for Military Entrance Processing Station, Nashville. Earlier he was a Naval Aviator, Information Systems Security Officer, and Air Traffic Controller.
Dale received his B.S. in Biology from Norwich University, a Masters in Aeronautical Science from Embry-Riddle Aeronautical University, and a M.S. in Operations Research from the Naval Postgraduate School. He is a Certified Acquisition Professional (Defense Acquisition University).
