Vincenzo Aquaro
Mr. Vincenzo Aquaro serves as Chief of the Digital Government Branch at the United Nations Department of Economic and Social Affairs. He supports the UN Secretariat and Member States in advancing innovation, digital transformation and effective public administration, with a focus on inclusive, accountable and people-centred public-sector reform. Since 2010, Mr. Aquaro has overseen the production of the United Nations E-Government Survey, the UN’s flagship publication on digital government.
He manages the data collection, analysis and global ranking processes for the E-Government Development Index (EGDI), covering all 193 UN Member States, and has authored or co-authored chapters across multiple editions. He also leads UN capacity-development initiatives and global research programmes in collaboration with governments, UN entities, academia and international partners. Mr. Aquaro has more than 30 years of public- and private-sector ICT experience. In 2019, Apolitical named him one of the World’s 100 Most Influential People in Digital Government.
Before joining the UN, he served from 2000 to 2010 as Executive President of Formit Servizi SpA, an Italian consultancy specializing in digital transformation, emerging technologies and strategic advisory services for public institutions. He also founded and chaired the public-private CARMA research consortium and co-chaired the first two editions of a second-level master’s programme in ICT Governance in Public Administration at Roma Tre University. Mr. Aquaro holds a Laurea Magistrale in Electrical Engineering and Computer Science from the University of Bari. He is the author of policy, technical and academic publications and a frequent keynote speaker at international forums.
