Robert Lloyd
Rob Lloyd leads the Center for Digital Government (CDG), e.Republic’s national benchmarking and advisory organization focused on technology leadership and digital transformation in state and local government. Through research programs, benchmarking initiatives, leadership councils, and strategic advisory work, CDG helps government and industry leaders advance technology innovation and improve digital services. Now in its 25th year, CDG's mission is grounded in strong stewardship, transparency, accountability, and public trust.
Before joining e.Republic, Rob served as Chief Technology Officer for the City of Seattle. He led a 600-person organization with a $310 million technology budget serving 816,000 residents for the largest city in the Pacific Northwest, with an $8.3 billion city budget, major utilities, and 40M tourist visits a year. He previously served as CIO and Deputy City Manager for Transportation, Aviation, and Technology for the City of San José, the largest city in Northern California with 1M residents and 50,000 businesses at the center of Silicon Valley.
Rob brings 25 years of C-suite leadership across government, utilities, and technology in Washington, California, Arizona, Oregon, and Colorado. His teams have advanced AI policy and adoption, public-private-education partnerships, procurement modernization, and omnichannel service delivery, earning more than 50 national honors for innovation, engagement, and operational excellence. Rob has been recognized as a Governing Magazine Public Official of the Year, a GovTech Doers, Dreamers & Drivers honoree (x2), ORBIE CIO of the Year (x2), and LocalSmart City Executive of the Year (x4).
