Through its Business Services, Securities, Auto Dealer Services, Notary Public, and Elections divisions, the office serves more than 800,000 businesses, over 1.2 million users, tens of thousands of licensed professionals, and millions of Indiana residents. The SOS Product and Technology Organization functions as an innovation and modernization engine for the agency, leading enterprise technology strategy, artificial intelligence, cybersecurity, cloud transformation, digital service delivery, and operational excellence initiatives. Under the leadership of CIO and Chief Innovation Officer Robert Fulk, the organization combines private-sector innovation practices with public-sector mission delivery to create secure, scalable, citizen-centric solutions. Over the last several years, the organization has executed an aggressive modernization strategy built around cloud-native architecture, artificial intelligence, data analytics, automation, cybersecurity, and human-centered design. Strategic partnerships with industry leaders including Google Public Sector, Google Cloud, AWS, VenturIT, mavQ, iLAB, RSM, and other technology partners have enabled Indiana to rapidly deploy next-generation solutions while maintaining the governance, transparency, and security required of government. The organization has become nationally recognized for its innovative use of AI to transform public services. Recent initiatives include AI-powered virtual assistants, intelligent licensing and learning platforms, generative AI content systems, and Captain Record: an AI solution that transformed more than 20 million historical government records into searchable, actionable intelligence. These efforts have received national recognition from Government Technology, StateScoop, and other industry organizations. The Problem

Prior to Indiana Money Quest, financial literacy and fraud prevention resources were fragmented across traditional web pages, static documents, and manual outreach programs that struggled to keep pace with rapidly evolving financial scams and consumer threats. Citizens often had difficulty finding trustworthy, actionable guidance, while state staff faced lengthy content creation and update cycles that limited the ability to respond quickly to emerging fraud trends. The Indiana Secretary of State’s Office needed a new approach that could deliver personalized, accessible, and continuously updated financial education at scale while reducing operational overhead and improving constituent engagement. The challenge was to transform a traditional government information website into an intelligent, AI-powered platform capable of educating, protecting, and empowering millions of Hoosiers in real time.

The Solution

The Indiana Secretary of State’s Office conducted extensive constituent journey mapping, content analysis, fraud-awareness assessments, and platform reviews, which revealed that traditional websites and static educational materials could not keep pace with evolving financial threats or citizen expectations. The Technology

Indiana Money Quest was built through a strategic public-private partnership that combined government leadership, world-class cloud and AI technologies, and specialized implementation expertise to create a next-generation financial literacy and fraud prevention platform. The Indiana Secretary of State’s Product and Technology Organization led the initiative in collaboration with Google Public Sector, Google Cloud engineers, and VenturIT. Together, the teams designed a cloud-native, AI-first architecture capable of delivering intelligent citizen engagement, rapid content creation, adaptive learning experiences, and scalable future innovation. At the core of the platform is Google Cloud Vertex AI and Gemini, providing advanced generative AI capabilities for content generation, summarization, personalization, semantic understanding, conversational experiences, and future agentic workflows. Google engineers worked alongside SOS leadership and technical teams to help architect the solution, implement AI governance controls, optimize model usage, and establish a scalable framework for long-term AI innovation. VenturIT served as the primary modernization and implementation partner, providing expertise in AI-enabled application development, cloud architecture, user experience design, accessibility, DevOps, cybersecurity, and platform integration. The platform leverages modern technologies including React, Python-based APIs, Docker containers, Cloud Run, Cloud SQL, Google Cloud Storage, CI/CD automation, observability tooling, and Zero Trust security architecture. A unique aspect of the solution is its ability to orchestrate multiple AI capabilities across a single platform. AI-powered content agents assist with authoring, summarization, readability optimization, SEO generation, accessibility enhancements, and educational content creation. Citizen-facing AI assistants provide policy-grounded responses and personalized guidance, while future phases will introduce more advanced AI orchestration, adaptive learning pathways, multilingual experiences, educator support tools, fraud intelligence capabilities, and agentic service delivery. The result is a cutting-edge government AI platform that combines generative AI, cloud-native architecture, human-centered design, accessibility, cybersecurity, and responsible AI governance. It demonstrates how government and industry can collaborate to build secure, scalable, and internationally relevant AI solutions that redefine citizen education and engagement.

One of the biggest challenges was introducing generative AI into a highly regulated public-sector environment while maintaining citizen trust, content accuracy, accessibility, and governance. Rather than deploying AI as a standalone chatbot, Indiana reimagined the entire financial education lifecycle, using AI to create, personalize, deliver, and continuously improve content while keeping humans in control. What we are most proud of is that Indiana Money Quest demonstrates that government can lead—not follow—in the responsible adoption of artificial intelligence. Rather than using AI simply to automate existing processes, we reimagined how government educates, protects, and empowers citizens by creating an intelligent platform that helps people build financial confidence and avoid becoming victims of fraud. Equally important, we established a repeatable framework for trusted AI innovation by combining cutting-edge technology, human-centered design, accessibility, security, and governance into a single solution. Through the collaboration of the Indiana Secretary of State’s Office, our Product and Technology teams led by Nate Odle and Chris Duncan, Google Public Sector engineers, and VenturIT, we created a model that can be expanded across education, consumer protection, workforce development, and other public services. Our proudest achievement is not the technology itself, it is creating a scalable platform that has the potential to improve lives, strengthen financial well-being, and serve as a blueprint for AI-powered public service innovation around the world.
