The Problem

Most behavioral health providers live in an antiquated paper-based system that is inefficient, ineffective, and labor intensive. From suicide prevention to emergency departments to criminal justice, behavioral health is failing the people it is supposed to serve, despite the availability of tools to change the status quo. The premise for the next generation of technology from HarrisLogic was deceptively simple: given decades of clinical expertise and client records, could we develop 1) data-driven clinical support tools; and 2) accurately identify which clients were at risk in a various care settings?

The Solution

At its core, the problems facing behavioral health providers are not novel: supply and demand management, agile staffing, rapid identification of risk, and streamlining of business processes. Using SAP Business Objects and Predictive Analytics forward engineered into SAP HANA, HarrisLogic worked with mental health professionals to update and upgrade its technology stack to support fast, live, and accurate decision making in behavioral health settings. Ultimately, HarrisLogic created a solution that made rapid identification of clients a matter of hours, not weeks; allowed multiple entities to operate within the same digital workspace; and provided complex data analytics to support decision making in high pressure environments.

The results

Dallas was similar to many cities that struggle with identification, assessment, and treatment of individuals with mental health conditions when they encounter the safety net system. Common practical problems include institutionalized resistance to data sharing; lack of multi-agency coordination and collaboration; and inefficient operations. Prior to using HarrisLogic solutions, finding clients/cases was a labor-intensive process that could take weeks. Further, providers didn’t have adequate access to real-time insights and decision support tools to drive outcomes. Without having the most up-to-date information, jail diversion and crisis prevention efforts suffered because those insights are critical to helping clients and administrators.

 

Today, our customers identify potential clients and cases in minutes, instead of weeks. In addition, the SAP Business Objects BI platform provided the ability to create tightly integrated BI inside of the platforms by augmenting existing BI created with Web Intelligence with SAP Lumira & SAP Design Studio. Through SAP Lumira, the platform allows advanced users to go deeper with their data analysis, providing self-service BI. With SAP HANA, two key components made the next generation of HarrisLogic products a success – its predictive engine and OData support.

Through leveraging SAP technologies, HarrisLogic drove significant business value and human impact, enabling them to better serve their mental healthcare client and dramatically improve ROI. Among the key metrics are:

  • 11:1 Return on Investment for Crisis Response Platform
  • 4:1 Return on Investment for Jail Diversion Platform
  • Predictive Model Accuracy: 99% Non-Recidivist and 72% Recidivist (using 30 months of data to predict month 31-36 actual results)
  • 25% Reduction in behavioral health crisis spending for government agency ($30m Net Revenue)
  • 89% average rate of crisis diversions in metro areas ($15m Annual Savings)

The Technology

HarrisLogic uses SAP HANA, SAP Business Objects & SAP Predictive Analytics. SAP HANA is an in-memory data platform that harnesses data to improve mental health care & crisis response. SAP Predictive Analytics uses predictive algorithms & machine learning to anticipate & prevent crises related to mental health & recidivism. SAP Business Objects provides real-time business intelligence, increases user autonomy & helps HarrisLogic make better business decisions.

Disruptive Factor

Traditionally, the field of behavioral health shunned technology and has continued to operate largely on paper-based workflows and treatment methods. HarrisLogic is challenging the status quo with its belief that technology can go beyond business benefits, and can be applied to improve mental healthcare – including suicide prevention, crisis response, emergency departments, and criminal justice. We develop solutions that eliminate operational silos within organizations and drive the use of data to improve care. We believe that digitizing legacy, paper-based workflows and streamlining inefficient processes, creates an environment where exponential impact can occur.

 

In 2014 we were tasked with creating a technological solution for mental health jail diversion. These programs are incredibly powerful and can change the lives of so many people, but the vast majority of these efforts are inefficient. We created a platform that integrated data systems from health, behavioral health, and criminal justice providers. Harnessing this data empowered stakeholders to identify the highest need clients, connect them to the most appropriate services, and evaluate the progress of individuals, the entire population, and agencies by integrating the safety net. Over the course of 4 years, this effort exponentially improved the identification and throughput of individuals in the program, generated $30million in net revenue (cost savings and avoidance), and created a 4:1 ROI.

Shining Moment

In late 2017, we became the gatekeeper for all inpatient psychiatric admissions for one of the largest metro areas in the US. The goal was to address the overuse of inpatient psych care, a national problem. Today, we are proud to say that arming clinicians with our decision support technology brought down inpatient bed days by over 50%. It improved the quality of life for the patients, and their families, while transforming healthcare systems.
